Russian Agency Investigates Genshin Impact and Honkai: Star Rail for Hidden Monetization Tactics

In a move indicating increasing scrutiny on digital entertainment business models, Russia`s quality control organization, Roskachestvo, has announced its intention to investigate popular adventure games for potential hidden manipulative practices. The focus of this inquiry is centered on methods used to encourage or influence players into spending real money within these titles.

Among the initial list of games slated for examination are two prominent examples from developer HoYoverse: Genshin Impact and Honkai: Star Rail. These titles are known for their widespread popularity and their reliance on free-to-play structures supported by extensive microtransactions and `gacha` systems.

Developing a Framework for Detection

To conduct this analysis effectively, Roskachestvo reports the development of a specialized methodology. This new framework is specifically designed to identify subtle or undisclosed manipulative mechanics that could be present in game design. The organization states that this method is capable of detecting up to sixteen different categories of such practices.

Examples of the mechanics targeted by this investigation reportedly include common elements found in many free-to-play games, such as the implementation of loot boxes—randomized digital containers purchased with currency often acquired via real money—and the strategic deployment of limited-time events. These events, by their nature, can leverage a `fear of missing out` (FOMO) sentiment among players, potentially pressuring them into immediate purchases or engagement to avoid missing exclusive content or benefits.

Investigation Timeline

According to the official announcement from Roskachestvo, the testing phase of this investigation is set to begin in August. The first set of findings resulting from this analysis is expected to be made public in September.

This initiative by a state-backed quality control body highlights a broader global trend concerning the transparency and fairness of monetization strategies in the highly lucrative free-to-play gaming market. As the industry continues to evolve and generate significant revenue through in-game purchases, regulatory bodies in various regions are beginning to pay closer attention to the potential consumer impacts of these business models. The outcome of Roskachestvo`s investigation will likely be a point of interest for both the player base in Russia and stakeholders within the international gaming industry.
